Here is a portion of the text of HCR148:
WHEREAS, The negative implications of the federal regulations are raising concerns nationwide, with 21 states currently considering legislation questioning, opposing, or refusing to carry out the requirements of the REAL ID Act and legislators from an additional 17 states having expressed their intention to do so as well; considering the obvious fiscal consequence to Texas and the considerable flaws inherent in the
federal requirements, it is incumbent on the State of Texas to act likewise; now, therefore, be it
RESOLVED, That the 80th Legislature of the State of Texas hereby refuse to implement the federal REAL ID Act of 2005; and, be it further
RESOLVED, That the Texas secretary of state forward official copies of this resolution to the president of the United States, to the speaker of the house of representatives and the president of the senate of the United States Congress, and to all the members of the Texas delegation to the congress with the request that this resolution be officially entered in the Congressional Record as a memorial to the Congress of the United States of America.

Dear Texas Legislators, Please Stop SB1250 and HB 2869.
On March 7, 2007 the following 2 bills were filed in the Texas legislature: SB1250 and HB2869.
These two bills, SB1250 filed by the Transportation and Homeland Security Chairman Senator John Carona and HB2869 filed by the Chairman of the Defense Affairs and State-Federal Relations Committee, State Representative Frank Corte appear to be the enabling legislation that the Federal Government wants to bring the "Real ID Act" to fruition.
SB1250 and HB2869 must be stopped!

Texas Department of Public Safety officials now estimate the cost of implementing the feds’ controversial REAL ID Act will be a whopping $268 million.
DPS Director Tommy Davis delivered the bad news yesterday to a surprised House Appropriations Subcommittee on Criminal Justice.
Details: More than 700 new full-time employees over five years.
The new tally is much higher than the earlier $13 million estimate to implement the changes mandated by Congress in how states issue the drivers licenses. The feds are not giving states any money to make the necessary changes, and several states have bucked up at the cost.
The Legislative Budget Board earlier estimated the cost to all states at $11 billion.
If states don’t comply with the new rules, the feds have promised to stop honoring their drivers licenses as ID at airports and other places.
